Services are provided for full life of asset from pre-commissioning, through commissioning, operational, and decommissioning stages.

Steve Wagner

Area Manager

Steve is a professional engineer with over 17 years industry experience in both the onshore and offshore sectors. This experience has covered a wide range of industries including oil and gas, refinery and petrochemical, LNG, mining, and power generation. During this time, Steve has been involved with projects covering full life-of-asset ranging from precommissioning through commissioning, operational, and decommissioning phases.

Steve is a graduate of Dalhousie University and a member of Engineers Nova Scotia. Prior to joining Waterford Energy Services Incorporated (WESI), Steve worked with Schlumberger, BJ Services, and Baker Hughes a GE company.

Steve is the area manager of the Technical Energy Solutions team. In this role, Steve directs a talented and enthusiastic group of experienced individuals. Steve is responsible for client relations. As such, he is your first point of contact to find a technical solution for your project-specific challenge.

Blair MacDougall

President

Blair MacDougall is the founder and Director of Waterford Energy Services Incorporated. Blair obtained a Bachelor of Science degree from St. Francis Xavier University in Mathematics and a Bachelor of Mechanical Engineering degree from Memorial University of Newfoundland. Blair spent the first chapter of his career serving as an engineer and project manager for several large offshore oil and gas producers.

His time as an engineer provided Blair experience in a range of international offshore drilling projects and allowed him to travel and work in countries such as Angola, Equatorial Guinea, the UK, China, India, Ghana and the United States.

In 2003, Blair founded Waterford Energy Services Inc., which remains his business focus to this day. As the Director and Senior Consultant for WESI, Blair oversees an expanding network of engineers and other knowledge experts as they assist an array of international-based energy companies.

Paul MacDougall

Operations Manager

Paul is a Professional Engineer, with over 10 years of experience in the onshore and offshore energy industry. During this time, Paul has developed in-depth engineering and project management experience in pre-commissioning, de-commissioning, chemical cleaning, oil flushing and controlled bolting.

Paul is a graduate of Dalhousie University and a member of Engineers Nova Scotia. Paul also holds a degree certificate in Project Management from Robert Gordon University in Aberdeen, Scotland. Prior to joining Waterford Energy Services Incorporated (WESI), Paul worked with Weatherford, BJ Services, and Baker Hughes a GE company.

Paul is the operations manager of the Technical Energy Solutions team. Paul is responsible for overseeing the extraordinary field staff and providing, safe, environmentally-conscious, and high-quality field operations. Paul is driven to find the smartest solution to your energy problems and truly believes there’s a technical energy solution for you.

Craig Clancey

Operations Coordinator

Craig has been directly immersed in the energy industry since 1998. His career in the industry began in waste management and remediation services. He has since spent the last 15 years providing industry leading services in pre-commissioning, de-commissioning, and maintenance projects throughout Canada and the USA. Craig has specialized experience in offshore services including subsea intervention, fluid pumping, nitrogen services, and chemical cleaning.

Prior to joining Waterford Energy Services Incorporated (WESI), Craig held roles with Crosbie Industrial Services, BJ Services, and Baker Hughes a GE Company. In these companies, Craig’s commitment and exemplary performance propelled him from field operations to a leadership role as Operations Coordinator.

Craig is the Operations Coordinator for Technical Energy Solutions. He consistently applies his 20 years of industry experience to ensure his team has the tools and skills for flawless service execution. Clients know they can rely on Craig to provide integrity, quality, and safety in all projects he is involved with.

Jason Carey

Project Coordinator

Jason is a Project Coordinator with Technical Energy Solutions and has over 12 years’ experience in the onshore and offshore energy sectors. During this time, Jason has provided front line supervisor leadership on projects covering pre-commissioning, maintenance, turnaround, de-commissioning asset lifecycle stages.

Jason holds a Diploma in Business Management Accounting from the College of the North Atlantic. Jason began his working career in upstream oil and gas on land-based drilling rigs. Since then, Jason has progressed his career and broadened his perspective into the offshore arena and throughout the energy supply chain including upstream, midstream, and downstream.

Jason has specialized training and experience in subsea intervention, testing services, nitrogen services, controlled bolting, oil flushing, and chemical cleaning. Jason regularly participates in procedural reviews as well as hazard identification and risk assessments. Jason is a professional with keen attention to detail and thirst for excellence.

Prior to joining Waterford Energy Services Incorporated (WESI), Jason worked with Wedgwood Insurance Ltd, Precision Drilling, BJ Services and Baker Hughes Process and Pipeline Services.

Marie Andrews

Account Manager

Marie is an administrative professional with over 15 years’ experience. She has worked with Waterford Energy Services Incorporated for more than 8 years in a variety of roles. Her focus is now accounts payable and accounts receivable. Other responsibilities include payroll, invoicing, monitoring cash flow, and document control.

Marie has a diploma in Accounting and Advanced Computer Applications from EasternCollege. Prior to joining Waterford Energy Services Inc. Marie worked for with a documentary film company and a business center.

Lyall Collins

Corporate Controller

Lyall is a Chartered Professional Accountant (CPA) and Certified General Accountant (CGA) with over 18 years of progressive experience, including 15 years of leadership experience, managing multiple operating companies such as Enterprise Holdings. His experience includes reporting, cash flow management, creating budgets, forecasting, ASPE compliance, management of multi-functional administrative teams, strategic planning as a strong member of the senior leadership team, supporting HR, and pension & benefits administration. Lyall is a hardworking, dedicated financial leader with a proven track record of successfully driving profitability in private enterprises throughout his entire career. He is a graduate of The University of Manitoba, with a B. Comm (Hons) With Distinction, Double Major in Finance & Accounting.
